TRAI Mandates 1601-Series for Secure Service & Transactional Calls in Utilities and Logistics

The Telecom Regulatory Authority of India (TRAI) has issued a new directive mandating the use of the 1601-number series for service and transactional calls by entities in sectors other than Banking, Financial Services & Insurance (BFSI) and Government.

This move expands India’s trusted numbering framework to curb spam and combat impersonation fraud.

TRAI Update 1601

Key Takeaways of the TRAI Directive

  • 🚚 Phase-1 Scope: Covers entities across Utilities (electricity distribution, water, city gas, LPG) and Logistics & Courier Services (courier firms, parcel delivery, express freight).
  • 🛡️ Enhanced Consumer Trust: Separates critical transactional voice calls from promotional communications (140-series) and sensitive BFSI/Government calls (1600-series).
  • 🔒 Direct Allocation: Numbers will be directly allocated to eligible entities after thorough verification by Telecom Service Providers (TSPs)—not through intermediaries or aggregators.
  • ⏱️ 90-Day Onboarding Window: Telecom operators must complete the migration and onboarding of eligible Phase-1 entities within 90 days.

What This Means for the Telecom Ecosystem

By establishing clear numbering identities for specific business functions, TRAI is taking another decisive step toward building a secure, fraud-resilient digital voice ecosystem. Telecom service providers, VNOs, and enterprise entities must align quickly to ensure seamless onboarding and strict compliance.

VNOAI supports regulatory initiatives that enhance trust, protect consumers, and empower enterprise communications across India.
